On June 19, 2012, hundreds of Mongolian herders took to the streets of Haliut Town, capital city of Urad Middle Banner ("wu la te zhong qi" in Chinese, banner is equivalent to county), Bayannuur Municipality ("ba yan nuo er shi" in Chinese), Southern (Inner) Mongolia, protesting the illegal expropriation of their grazing land and failure to make compensation to the herders by the local government.

Holding a long banner reading "Corrupt officials are occupying herders' grazing land; Herders are demanding justice", the herders marched toward the Banner Government building. Riot police were immediately deployed and the streets and parks were sealed shut in the town. 

According to an email communication sent by protestors to the Southern Mongolian Human Rights Information Center (SMHRIC) from Urad Middle Banner, thousands of Mongolian herders across the Banner have lost most of their grazing lands either to government backed development projects or to private Chinese businesses under the name of "protecting the eco-system and recovering the grassland". Protestors noted that the local government failed to compensate to the herders for their loss of grazing land and infrastructures.

A document posted on the "Religion and Mongolian Language Net of Inner Mongolia Autonomous Region", an official site of the Autonomous Region, stated that affected herders are entitled to compensation up to 5000 yuan (approx $800 USD) per person. The document also revealed that "livestock grazing prohibition policy has been implemented on 520,000 hectare grazing land, affecting 1,325 herder households with 4,363 herders" in this Banner.

Internet posts on personal blogs and discussion forums are deleted immediately by the Chinese authorities. Phone calls to Mongolian schools and local police stations in the Banner remain unanswered.
